Your Q costs you always 60 mana and is always 7 sec CD. If those 3 minions seperate (bcs enemy full pushed them) - use your Q on enemy champion and then try to aa all the 3 minions instantly, so he can't punish you (because you just CCed and poked him with Q)
Get to the bush closer to your base / middle bush on red team and to the middle bush on blue team (the distance is not the same on both sides) and try to use Q to last hit the first 3 minions and hit enemy champion at the same time. Try to reach top lane bushes before your enemy.
